We are seeking an experienced and proactive HSE Manager to lead and coordinate health, safety, and environmental activities across our construction operations.
The successful candidate will be responsible for developing and implementing HSE procedures, conducting workplace inspections and risk assessments, monitoring compliance, investigating incidents, and promoting a strong safety culture across construction sites.
The ideal candidate should have strong knowledge of construction-site safety, excellent communication and leadership skills, and the ability to work effectively with project managers, engineers, supervisors, contractors, and site workers.

The HSE Manager will oversee the implementation of the company's health, safety, and environmental management systems across construction projects.
The role will involve identifying workplace hazards, assessing and controlling risks, conducting inspections and audits, coordinating safety training and toolbox talks, investigating incidents, and monitoring compliance with applicable Tanzanian requirements and company standards.
The HSE Manager will work closely with project and site management to ensure that safe working practices are consistently followed and that corrective actions are implemented promptly.
The successful candidate will also support environmental management activities and help ensure that construction activities are carried out responsibly, with appropriate controls for waste, pollution, hazardous materials, and other environmental risks.
Responsibilities
- Develop, implement, and maintain HSE policies, procedures, plans, and programs for construction operations.
- Ensure HSE requirements are communicated clearly to employees, contractors, subcontractors, and site visitors.
- Conduct regular site inspections to identify unsafe conditions, unsafe practices, and potential hazards.
- Ensure appropriate corrective and preventive actions are implemented.
- Monitor compliance with approved safe work procedures and site safety requirements.
- Promote a strong safety culture throughout construction projects.
- Support management in establishing and monitoring HSE objectives and performance indicators.
- Conduct and coordinate job hazard analyses and risk assessments for construction activities.
- Identify hazards associated with equipment, machinery, working at height, excavation, lifting operations, electrical work, confined spaces, traffic, and other construction activities.
- Recommend appropriate control measures based on identified risks.
- Review method statements, risk assessments, and permit-to-work requirements where applicable.
- Monitor the effectiveness of implemented controls and recommend improvements.
- Conduct routine and scheduled HSE inspections across construction sites.
- Participate in internal HSE audits and compliance assessments.
- Document inspection findings and track corrective actions through to completion.
- Monitor contractor and subcontractor HSE performance.
- Report significant safety concerns to project management and recommend appropriate action.
- Ensure workplace incidents, near misses, injuries, and other HSE events are reported promptly.
- Lead or participate in investigations to identify root causes and contributing factors.
- Prepare incident investigation reports and recommend corrective and preventive measures.

Requirements
- Bachelor's degree or Diploma in Occupational Health and Safety, Environmental Health, Safety Management, Engineering, Environmental Management, or a related field.
- Relevant professional HSE certification is an advantage.
- Previous experience in an HSE/Safety role within the construction industry.
- Demonstrated experience managing health and safety activities on construction sites.
- Good knowledge of occupational health and safety principles, risk assessment, incident investigation, and construction safety practices.
- Knowledge of applicable Tanzanian health, safety, environmental, and workplace requirements.
- Experience with HSE inspections, audits, toolbox talks, safety inductions, and incident reporting.
- Strong understanding of construction hazards and appropriate risk controls.
- Good knowledge of environmental management practices relevant to construction.
- Strong leadership, communication, and interpersonal skills.
- Excellent report-writing and documentation skills.
